TalkTalk intermittent connection woes

I came across a bit of an oddity last week. An Internet connectivity issue with TalkTalk (not such an oddity) that was very intermittent and appeared to depend on a couple of factors being true.
First, let's start with the symptoms:
92.24.16.1
The odd thing seemed to be that you could re-connect the router a number of times and get an address starting with, I think, 74.x.x.x
On occasions the system would push out the 92.24.x.x addresses and this co-incided perfectly with the shocking Internet performance. In fact, to rule out the router being an issue we disconnected the phone line without rebooting the router - once it had re-connected and lost it's 92.24.x.x address the Internet performance was light years faster.
So, if you're having intermittent bad connection issues with TalkTalk (or AOL, or Tiscali) then this may be your issue too. I suspect it's either an overloaded network segment, or a transient fault - although the customer had been having the issues, on a worsening basis, since April 09.
I also suspect this could well be due to the mergers of TalkTalk, AOL and more recently Tiscali. In a bid to amalgamate their networks they may well have these odd issues occurring.

Update - 19th May:
Currently with another customer, also on Talk Talk, who has exactly the same symptoms. His router alternates between connecting to the 92.24.16.1 gateway and the 78.147.176.1 gateway.
The 92.24.16.1 gateway causes the same issues, including 1/2 loading pictures, emails not downloading, Windows Messenger disconnecting (error 8004882E)
